THE ORGANIZATION
Asian Pacific Community Counseling (APCC) promotes mental health and wellness in Asian and Pacific Islander (API) communities through culturally and linguistically relevant outreach, prevention, education, counseling and recovery support services and by providing training and consultation.
THE PROGRAM
Transcultural Wellness Center (TWC) is an outpatient mental health service program designed to provide a full range of culturally and linguistically coordinated medical, therapeutic and support services for all ages including children, transitional age youth, adults and older adults. The full service partnership program is funded by the Sacramento County Division of Behavioral Health.
The Clinical Supervisor is a management position that reports to the Chief Operations Officer and is responsible for directing mental health and related services of the TWC and for providing administrative oversight of personnel, contract services, training and supervision, operations, and billing of the TWC.

ESSENTIAL DUTIES
- Reports directly to the Chief Operations Officer (COO) and works with the COO, other clinical supervisors and Administrative Manager to ensure agency, programmatic, billing and administrative goals are met.
- Works closely with the Medical Director, other Clinical Supervisors and Quality Assurance Manager to ensure provision of highest quality programs and services in compliance with contracts and all other applicable requirements.
- Plans, directs and monitors client services, including outreach and wellness/recovery programs, intake and assessment, service and discharge planning, assignment of clients to provider staff and service teams, resource development and service coordination, provision of mental health services, and after-hours coverage/crisis intervention services.
- Participates in the diagnosis, service and discharge planning, and treatment of complex cases.
- Reviews and evaluates diagnoses, service and discharge plans, service utilization, treatment progress and outcomes, and provider performance to ensure the quality of clinical services.
- Develops and reviews policies and procedures to ensure accuracy of documentation, billing, delivery of quality care, achievement of program outcomes, and compliance with all contracts and applicable regulatory requirements and standards pertaining to the delivery of mental health care.
- Provides bi-weekly supervision to TWC Quality Assurance Manager.
- Ensures productivity goals are met as established by the agency.
- Provides clinical support and consultation to provider staff and supervisors.
- Regularly plans, coordinates, attends and participates in staff and service team meetings.
- Participates in TWC management team meetings and engages in active problem solving.
- Participates in county provider and community meetings as a representative of the agency.
- Participates in County Utilization Review.
- Plans, provides, oversees and facilitates staff training.
- Plans, directs and monitors student training and supervision.
- Monitors TWC census and manages service requests and referrals.
- Performs after hours and weekend on-call responsibilities on rotation.
- Investigates and resolves complaints by clients, professional providers and the public.
- Functions as the liaison to the Sacramento County Division of Mental Health and to the community.
- Coordinates and facilitates TWC Advisory Committee meetings.
- Completes County required reports.
- Performs other related work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Extensive knowledge of and experience using the principles and techniques employed in community-based outreach for API communities.
- Knowledge of and experience using the principles and methods of culturally competent assessment, diagnosis and treatment for API children, transition-age youth, adults, older adults and families.
- Knowledge and experience working with individuals with post-traumatic stress and refugee populations; working with individuals who are gay, lesbian, bisexual, transgender or questioning.
- Knowledge of the principles and methods of psycho-social rehabilitation that support wellness and recovery
- Thorough knowledge of the principles and methods for administration including Medi-Cal billing and productivity of mental health programs.
- Strong interpersonal, organization, communication and time management skills
- Ability to work in an environment that is client-oriented, strength-based and values diversity.
- Ability to work collaboratively with team members, supervisors, doctors and county monitor.
- Competent in the cultures and traditions of one or more of the API ethnic groups served by TWC.
MINIMUM QUALIFICATIONS
- Master’s degree in Social Work or Marriage and Family Therapy
- Licensed to practice as a mental health professional in the State of California by the Board of Behavioral Sciences.
- National Provider Identifier (NPI).
- In compliance with the California State Board of Behavioral Sciences requirements for supervision of licensed mental health professionals, interns, and trainees.
- Three years of post-licensure experience providing direct mental health services to children, adults, older adults and families from diverse language and cultural backgrounds with severe and persistent mental illness.
- Three years of experience supervising direct service staff.
- Valid California Driver’s License and automobile liability insurance.
- Basic computer skills.
PREFERRED QUALIFICATIONS
- Two years management and administrative experience in a community-based, clinic setting.
- Bilingual/bi-cultural in one or more of the API groups served by the program.

The Mental Health Clinician is responsible for providing direct clinical services including individual and group psychotherapy, intakes, assessments, diagnosis, service and discharge planning for clients.

ESSENTIAL DUTIES
- This position is a 100% time clinician position providing direct clinical services at the agency, clients’ home or in a community setting.
- Using a cultural formulation model, provide intake/assessment/diagnosis, service and discharge planning, and treatment for children, transition-age youth, adults, older adults, and families with mental health needs.
- Work with clients, collateral supports and Mental Health Counselors to develop culturally appropriate service and discharge plans. Coordinate care with Mental Health Counselors and Family and Peer Advocates, and with health, social services, and other community resources and supports.
- Provide in-home visitation services as well as transportation as necessary to conduct intakes/assessments/diagnosis, service and discharge planning, treatment and assist individuals and families with understanding the nature of mental illness and treatment benefits.
- Meet minimum billable minutes of 6,700 minutes per month to meet county requirements.
- Enter and complete required documentation in an electronic health record system, AVATAR within the standard 3 days of providing client care to meet county requirements.
- Provide individual, family and group psychotherapy.
- Facilitate psycho-social rehabilitation and support groups.
- Maintain a caseload consisting of persistently or severely mentally ill clients.
- Participate in Internal Utilization Review and Electronic Utilization Review.
- Provide after-hours coverage (24/7) crisis intervention on a rotation basis.
- Participate in community meetings as a representative of the agency. Act as a liaison for the agency to various other community agencies and organizations.
- Attend and participate in staff and service team meetings regularly.
- Perform other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge and experience of fundamental therapeutic models, corresponding interventions and treatment planning.
- Knowledge of clinical assessment and diagnostic skills to perform intake and case conceptualization.
- Knowledge of working with individuals with post-traumatic stress and refugee populations.
- Knowledge and awareness of the principles and methods of psycho-social rehabilitation practices that support wellness and recovery among children, transition-age youth, adults, older adults and families.
- Knowledge of and experience using the principles and methods of culturally competent assessment, diagnosis and treatment for children, transition-age youth, adults, older adults and families.
- Ability to exercise appropriate judgment and decision-making.
